Job Description :

The Position

The City of Portland’s Bureau of Development Services is seeking a Site Development Inspector I. This position primarily performs erosion and sediment control inspections on building sites; inspects demolition projects to verify compliance with site control standards related to lead hazard reduction/dust control, and conducts tree preservation/landscaping inspections on permitted projects. Work is performed independently in the field and requires the ability to make well-informed decisions using discretion, judgement, and code knowledge. Work is also performed in the office requiring strong written and oral communication skills.

What you get to do or As a Site Development Inspector:

  • Perform daily erosion control inspections at residential and commercial permitted projects, with a focus on erosion control related to ground disturbing activities: before groundbreaking, after the project is started, and upon completion.
  • Respond to citizen complaints by performing inspections to verify compliance with erosion and sediment control best practices.
  • Conduct pre-construction meetings with developers, contractors, consultants, engineers and other groups to establish guidelines and explain erosion control and site development requirements.
  • Apply your knowledge of soil science, soil qualities related to drainage, geology, hydrology, geomorphology, biology and/or environmental engineering by reviewing erosion control and site development plans, storm water management plans, landscaping plans, and environmental mitigation and tree preservation plans.
  • Evaluate the effectiveness of site erosion and sediment control best management practices in response to storm events, using professional judgment and expertise to provide technical advice and information to minimize environmental impacts.
  • Document violations and then initiate enforcement activities while providing technical assistance to resolve violations and achieve code compliance.
  • Utilize computers with multiple programs, smartphones, and other office equipment when checking permit applications, advising contractors and homeowners on code and permit requirements, and return phone calls and emails to customers.
  • Provide excellent customer service by establishing and maintaining effective and equitable working relationships with the public and co-workers in managing and completing daily assigned workload.

Although not required, successful candidates typically have;

Education or training in soil science, soil morphology and physical geology or geomorphology highly desired. Site Development Inspector I positions are strongly encouraged to participate in a sponsored professional development program to obtain additional professional inspection erosion control certifications, such as Certified Inspector of Sediment & Erosion Control (CISEC) and Certified Erosion, Sediment and Stormwater Inspector (CESSWI).

COVID-19 Vaccine Requirement

To Qualify

Applicants must specifically address and demonstrate in their supplemental question responses and resume how their education, training, work experience and/or lived experience, meets each of the following minimum qualifications:

  • Knowledge of erosion and sediment control best practices as they relate to development and construction projects.
  • Experience reading and interpreting construction plans.
  • Ability to learn and apply codes related to erosion control, building, and zoning and to recognize violations and their causes.
  • Ability to explain technical information and code requirements to both knowledgeable and lay persons.
  • Ability to prepare reports, write letters, and input and retrieve information using computer software.

Applicant must also:

  • Must be fully vaccinated for COVID-19 per City/State mandate or have an approved exception by date of hire.
  • Possess a valid state driver’s license and an acceptable driving record.
