Position Summary

The Center for Development and Disability (CDD), established in 1990, is New Mexico’s University Center for Excellence in Developmental Disabilities Education, Research and Service. These centers, authorized by the Developmental Disabilities Assistance and Bill of Rights Act, build the capacities of states and communities to respond to the needs of individuals with developmental disabilities and their families.

The Medically Fragile Case Management Program (MFCMP), housed within the University of New Mexico Center for Development and Disability is New Mexico’s sole provider of RN/case management services for children and individuals (and their families) who are both medically fragile and have developmental disabilities. The program is statewide, serving on average 400 individuals/families in all regions of the state. Program staff include four administrative staff, one family specialist, and 13 RN Case Managers; five serving in satellite offices and eight serving in the Albuquerque metro area. The MFCMP provides comprehensive RN/case management services across New Mexico funded via the Department of Health (Medically Fragile Waiver), Medicaid, the MCOs as well as Medicaid TPA. The Program Operations Director (POD) serves a critical program, CDD and statewide leadership role including director level oversight of all program activities, services, operations, fiscal management, funds development, contract management, quality assurance, and staff oversight. The POD additionally serves as the key liaison with state leaders and partners in support of the program and those served by it. The POD is responsible for ensuring that the MFCMP is implemented in alignment with all University, CDD, state and federal regulations. Oversight of the MFCMP requires knowledge of systems, experience delivering home and community-based services, capacity to oversee fee-for-service direct service programs, strong oral and written communication skills, and the ability to partner with a wide range of families, providers, leaders, and other constituents.

The POD of the MFCMP at the UNM CDD works under the indirect supervision of the CDD Director and provides direction and integrated coordination in the planning, development and implementation of this important statewide Nurse Case Management program. The POD is the principal point of collaboration, leadership and expertise with internal and external constituencies for the MFCMP and provides both technical and administrative director-level leadership for the program. The POD provides oversight of direct services staff and all administrative functions of the program, delegating tasks to subordinate staff as appropriate, but retaining core program responsibility for program effectiveness, fiscal health, and compliance. The ideal candidate will have direct experience working with individuals who are medically fragile and who have developmental disabilities and demonstrated commitment to relationship-based, family center and community-based care. Knowledge of state systems, Medicaid and Manage Care Organizations is also important for this position.

Minimum Qualifications

Bachelor’s degree; at least 5 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • providing services and oversight for a home and community-based service program, including experience with program and fiscal oversight/development, development and implementation of policy and procedures, program evaluation, and reporting.
  • effectively overseeing direct service and program administrative staff, including supervision and mentorship for community-based direct service staff providing home and community-based services across multiple satellite sites statewide.

Demonstrated experience working effectively

  • with individuals who are medically fragile and with developmental disabilities and their families.
  • with statewide community providers – (physicians, PCPs, schools, hospitals, FIT programs, therapists, nursing agencies).
  • in partnership with state leaders, MCOs, and other agencies.

Organizational skills that include ability to prioritize responsibilities, delegate work, and maintain deadlines.

Strong oral and written communication skills.

Additional Requirements
The ability to travel statewide to attend meetings, visit satellite sites; the ability to travel nationally on occasion to attend national meetings. This position requires passing a DOH background check with fingerprinting.
