JOB

Oversee the development and implementation of park development projects, parks and recreation related Capital Improvement Projects (CIP), and project related community outreach. Provide support to the Chief Operating Officer and Parks and Recreation Department through completion of delegated responsibilities that may include monitoring and updating master plan and park development projects, research and oversee CIP projects for parks and recreation facilities, park renovations, recreation facility renovations, and development and evaluation of policies and procedures related to parks and recreation development services.

EXAMPLE OF DUTIES

Responsible for guiding the City’s park planning and development by implementing strategic and long-range planning, development, and management of park projects from inception through completion.Adjust and manage project budgets in coordination with the Parks and Recreation Department as necessary due to changing priorities, budget limitations, escalating costs, project scope changes, and potential external funding opportunities.Research and prepare agenda items and presentations for City Council, Park Board, Planning and Development Commission, and any other pertinent city sponsored group, as well as public presentations to community and civic organizations.Provide expertise in identifying parkland acquisition and dedication needs of the City. Demonstrate superior knowledge of principles of land and natural resource stewardship. Manage contractual services for parks and recreation development projects. This can include design, construction, renovation, landscape and maintenance services. Responsible for implementing and updating the Parks and Recreation Department’s design standards for parks and recreation development projects.Coordinate project permits and arrange preparation of contracts required in conjunction with parks projects including project management, design, construction, surveying, environmental assessments, material testing, appraisals, and inter-local agreements. Participate in preparation of IFB’s, RFP’s, and RFQ’s, consultant interviews, consultant selection, design and construction phases for all park and recreation related projects.Award contracts for project bidding, coordinate property and easement considerations with the Legal Department, and prepare permit applications for construction phases.Prepare project reports and administer grant requirements as applicable.Work closely with Parks, Recreation, and Urban Forestry Divisions to ensure we are following best practices and compliance with design standards, strategic goals, and all management and maintenance plans.Coordinate with regional, state, and federal agencies on any planning efforts related to or affecting the delivery of parks and recreation services in Missouri City.Serve as the Parks and Recreation Department’s liaison to the Planning and Zoning Commission.Work with various public agencies as appropriate to ensure sound planning through community outreach and participation.Serve as primary point of contact and person responsible for National Recreation and Park Association’s park metrics.Perform other duties and responsibilities as assigned by the Chief Operating Officer.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Landscape Architecture, Construction Management, Engineering, or a related field from an accredited university. Minimum of four years of experience in the design and development of parks and recreation facilities and parks, construction project management, or related project development experience.Municipal experience is highly preferred.Training (License and/or Certification): Professional certification in applicable field desired.Valid Class “C” Texas driver’s license.Knowledge: Advanced knowledge of park and recreation facility and land design and development.Advanced knowledge of park and land use planning.Knowledge of administrative skills including data analysis and accurate reporting data and information in an unbiased manner. Knowledge of municipal government structure and leadership. Knowledge and demonstration of effective communication practices. Skills: Skills in performing effectively in interpersonal situations and execution of managerial responsibilities.Skills in establishing a rapport and eliciting cooperation from co-workers and citizens.Skills in effective communication orally, in writing, and through public presentations.Skills in effective time management and resource utilization.Abilities: Ability to make independent judgments. Ability to plan, organize, and monitor work assigned to subordinates in order to accomplish City objectives.
