Job Description :
We’re hiring an IT Division Manager to lead, plan, organize, and manage technology initiatives for the Health and Human Services line of business. Your key objective would be to ensure alignment between technology investments and strategic direction of the Health and Human Services lines of business. We’re seeking a leader who can lead with an innovative and inclusive mindset, incorporate vision and strategic planning to execute our long-term goals, and build and strengthen partnerships.
In this position, you would serve as the Business Information Officer and have a direct line to the Deputy County Administrator and the County’s Chief Information Officer. You would also represent the Health and Human Services executive leaders on the Hennepin County Technology Leadership Team.
Location and hours:
This position is hybrid and will be performed both on-site at the Hennepin County Government Center building in downtown Minneapolis, 300 South 6th Street, Minneapolis, MN 55487 and remote as job duties require. Work hours will be primarily Monday through Friday, 8 a.m. – 4:30 p.m. While the position is designated as hybrid, candidates must reside in Minnesota or Wisconsin.

In this position, you will:
Lead teams and operations of 80+ IT staff that provide IT solutions and support for Health and Human Services in alignment with county and state directions and standards.
Develop and implement forward-thinking digital technology strategies that enable efficient, effective, person-centered service delivery and improve the experience and outcomes for the residents we serve.
Develop and manage area’s resources, financial and workforce, that reflects department priorities and cost-effective IT investments.
Provide leadership based on principles and organizational best practices, including Agile methodologies and strengths-based management approaches.
Advocate and partner within the Hennepin County technology leadership team, prioritize shared business and technology goals, evaluate system problems, and develop and recommend IT policies.
Ensure IT priorities and operations are established and aligned with the mission, vision, strategic direction, and goals of the line of business, the IT department, and the county.
Promote an inclusive culture that aligns with county core values of diversity, equity, and inclusion.
Represent Hennepin County with the State of Minnesota and peer counties to advance technology goals.
Need to have:
- Bachelor’s degree or higher in business administration, computer science, or closely related field, and five or more years of technology management experience, including three or more years at a managerial or supervisory level.
- Nine or more years of technology management experience, including three or more years at a managerial or supervisory level.
Applied analytics and data security.
Organizational structure, roles, and functions of an IT organization.
Current and emerging methods for procuring, developing, and managing a diverse portfolio of software and technology solutions.
Policy, practice, and legislation related to Health and Human Services program service delivery.
The application of transformative technologies such as digital government, cloud services, artificial intelligence, and automation to the administration and delivery of Health and Human Services.
Direct background with health sector or human services.
Managing IT organizations and leading software development and support teams.
System Development Life Cycle (SDLC) methodologies, such as Waterfall and/or Agile.
Managing a budget.
Financial and resource management.
Navigating and/or working in a complex technology environment that involves multiple programs, types of service delivery, government entities, community partners, technology systems.
Oversight and participation in the development and operations of technology solutions, including internal and public-facing applications that involve private data.
Clearly and effectively communicate Health and Human Services technology vision, direction, and constraints to a wide range of business and IT audiences.
Make connections between IT solutions and countywide strategic priorities such reducing racial disparities and our climate action plan.
Bring stakeholders together to problem solve and find a common solution to their needs. Innovation and problem solving – bringing together different stakeholders to find desired outcomes and shared vision.
Balance concerns of IT security and risk with opportunity for innovation and positive user-centered experience for the people we serve.
Knowledge of and ability to successfully apply Diversity, Equity and Inclusion best practices in efforts to reduce racial and other disparities.
Experience navigating cultural similarities and differences and the impacts of culture on service effectiveness, organizational effectiveness, and effective relationships with staff, partners, and those we serve.
