Job Description :

High School Youth Apprenticeship Grant Manager – Administrator I

Salary Range: $62,524.80 – $73,645.26/Annually

SCOPE OF WORK: To administer all aspects of the statewide implementation of the US DOL, Building State Capacity to Expand Apprenticeship High School Apprenticeship Grant. This position shall report to the Apprenticeship Programs Manager at CCSNH.

ACCOUNTABILITIES:

  • Manages and oversees the statewide implementation of activities to ensure compliance with all terms and conditions of the High School Youth Apprenticeship Grant; responsible for programmatic and budget oversight of $3.45M million federal project.
  • Monitors implementation of the scope of work, tracks performance measures and assesses progress toward Building State Capacity to Expand Apprenticeship High School Apprenticeship Grant; provides quarterly, annual and final reporting according to grant requirements.
  • Coordinates with the current ApprenticeshipNH Grant manager and team to build on and expand a structure of high-quality pre-apprenticeship to registered apprenticeship programs that span high school through adult populations.
  • Integrates a system of data sharing between select high schools, CCSNH colleges, sponsors and the NH Office of Apprenticeship based on the US DoL RAPIDS system in collaboration with the NH Office of Apprenticeship.
  • Assists in preparing RFPs and negotiating multiple subcontracts for technical assistance, content experts and independent evaluator services; coordinates all contracts with CCSNH General Counsel.
  • Oversees data collection and analysis to submit quarterly and yearly performance reports and the final report to the US Department of Labor. Procures and implements technology for efficient data collection and analysis
  • Coordinates marketing services to ensure the supply side and demand side is made aware of the benefits of apprenticeship to include promoting Apprenticeship as a career pathway option to students, high schools, guidance counselors, and parents, promoting an aligned state-wide strategy to public and private stakeholders from economic development, workforce development, education, etc., and promoting the benefits of apprenticeship to employers within the high-growth sectors of Advanced Manufacturing, Healthcare, Information Technology.
  • Recruits, trains and supervises personnel identified under the High School Apprenticeship Grant, (2 Apprentice and Business Outreach Specialists). Such managerial oversight shall include assigning work, monitoring and evaluating performance, handling personnel matters in compliance with policies and procedures.
  • Works closely with NH Office of Apprenticeship in developing High School Youth Registered Apprenticeship Programs.
  • Drafts operational manuals and ensure dissemination of and adherence to all procedures and guides participating institutions on procedures to establish federal grant/compliance infrastructure.
  • Facilitates communication among the seven participating colleges, the CCSNH, high schools, and participating business and industry partners.
  • Coordinates activities and meetings to promote high school apprenticeship across all stakeholder organizations.
  • Serves as the primary contact with the assigned US Dept of Labor FPO.
  • Establishes procurement and approval processes according to grant requirements.
  • Complies with all system, college, state and federal rules and regulations;
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Master’s degree from a recognized college or university with major study in Business Administration, Education, Public Administration, Behavioral Science, Humanities, or related field.

Experience: Five years’ experience in grants administration or project/program management with experience in providing education and training for employers, five years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

OR

Education: Bachelor’s degree from a recognized college or university with major study in Business Administration, Education, Public Administration, Behavioral Science, Humanities, or related field.

Experience: Six years’ experience in grants administration or project/program management with experience in providing education and training for employers, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.

License/Certification: Valid driver’s license, or access to transportation for statewide travel.

PREFERRED QUALIFICATIONS: Previous project-related work involving complex scheduling and communication is preferred

RECOMMENDED WORK TRAITS: Knowledge of program administration and evaluation. Knowledge of state and federal laws relating to the programs within assigned area. Knowledge of the principles of supervision, administration, systems management and community organization as applicable to specialized program area. Ability to prepare budgets. Ability to express ideas clearly and concisely both orally and in writing. Ability to evaluate and analyze program effectiveness and resource utilization. Ability to speak before public groups and legislative committees. Ability to establish and maintain effective working relationships with federal, state and other public officials. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the college appointing authority.
