Job Summary

This position performs intermediate skilled technical work providing support for Geographical Information Systems (GIS) project implementations throughout Chatham County government operations. General responsibilities include, but are not limited to:

  • Providing technical support for the implementation and operation of County GIS projects;
  • Installing and testing desktop GIS software for end users in various County departments;
  • Troubleshooting desktop GIS end-user problems;
  • Assisting senior GIS staff with server software implementation and maintenance;
  • Evaluating user requirements for GIS and making recommendations for appropriate end-user solutions;
  • Conducting and/or coordinating end-user training for new application deployments;
  • Editing and maintaining Chatham County Enterprise GIS feature classes and datasets, as required;
  • Creating and updating SOP documentation, when appropriate, for GIS department workflows;
  • Performing specialized queries and spatial analysis in support of ongoing County GIS projects;
  • Creating custom map layouts as requested by the public or auxiliary County staff;
  • Performing GIS analysis, modeling, and reporting to support decision-making;
  • Maintaining GIS enterprise database metadata and enforcing data standards;
  • Creating and publishing web services for use in ArcGIS Online and ArcGIS Server applications;
  • Assisting with the creation of web-based applications utilizing Esri’s suite of web application builders;
  • Deploying mobile GIS technologies for the purposes of GPS data collection using Esri’s field software suite;
  • Assisting senior GIS staff with managing ArcGIS Online organizational content;
  • Participating in GIS user group meetings and assisting the GIS Manager with user group agenda preparation and
  • Utilizing Model Builder and/or Python scripting for automation of organizational GIS tasks.

    Relevant technologies, proficiencies, and knowledge include but are not limited to:

  • Thorough knowledge in the use of Esri GIS software and database concepts;
  • General knowledge of North Carolina Public Records legislation;
  • General knowledge of Next Generation 9-1-1 (NG911) data requirements related to GIS addressing data;
  • General knowledge of water distribution mapping techniques and data structures utilized in GIS;
  • General knowledge of administration and content management for ArcGIS Enterprise and Portal for ArcGIS;
  • General knowledge of programming languages pertinent to GIS automation and application development;
  • Proficiency in data mining for purposes of data requests and aggregation;
  • Ability to prepare a variety of mapping formats, including web and paper formats;
  • Ability to present results of work in oral, written, and graphic form;
  • Ability to work as part of a team with limited supervision and
  • Ability to establish and maintain effective working relationships with associates, engineers, and the public

Chatham County Flexible Working Arrangement (FWA) Policy

This position is eligible for a Flexible Working Arrangement (FWA) under Chatham County’s FWA policy. Employees in this job classification become eligible for an FWA within one month of their hire date, dependent upon department onboarding requirements. The following FWA models apply to this position:

Model A: The 3/2 schedule

An employee will spend no more than 3 days each week working away from the County worksite (at an approved remote workspace) on established days, as agreed upon by the Department Leader.

Model B: The 2/3 schedule

An employee will spend no more than 2 days each week working away from the County worksite (at an approved remote workspace) on established days, as agreed upon by the Department Leader.

Model D: Occasional Remote Work or Other

This means there is not a solidified remote work schedule, but an agreed-upon process between the employee and Department leader to request specific dates/times that they would like to work remotely.

Minimum Qualifications

Bachelor’s Degree in geography, planning, natural resource, engineering or computer science with a GIS emphasis and four years’ experience working as a GIS professional or Associate’s Degree with coursework in GIS, geography, planning, natural resource, engineering or computer science and seven years’ experience as a GIS professional. GISP certification is desirable.

Salary

Hiring Rate – Grade 64: Anticipated hiring range: $50,945-$64,956, dependent on qualifications
