1 Job Title: Civil Engineering Plans Examiner I Department: Community Development Reports To: Land Development Supervisor Open Date: November 1, 2022 Close Date: Open Until Filled Hiring Salary: $19.68 – $25.15 per hour, DOE Salary Range: $19.68 – $29.52 per hour, DOE To Apply Please Visit: Job Summary: The Civil Engineering Plans Examiner I (CEPE I) performs semi-professional work that is primarily focused on compliant planning and design of public works infrastructure within the City of Meridian. The CEPE I also assists in the performance of review of all public infrastructure project plans for residential & commercial subdivisions, commercial development projects, and city capital projects. Work within this classinvolvesthe application ofskills and knowledge in connection with civil engineering; computer aided design and drafting (CADD), land surveying, mapping, drafting and inspections. This position assists the CEPE II position in the attendance of pre-application meetings for new development projects, and works collaboratively with planning staff, Public Works Engineering staff, and others to prepare project staff reports that set conditions of approval for the Planning & Zoning Commission and City Council. Work assignments are usually broad in scope and involve the use of good judgment, accuracy in making decisions, and ability to meet deadlines. Work is performed under the general supervision of the Land Development Supervisor, however, the incumbent works moderately independently within a scheduled routine, using good judgment and initiative. Essential Duties & Responsibilities: Review and approval of sewer, water, pressurized irrigation, gravity irrigation, and drainage plans for subdivision and commercial development; Coordinates the ProjectDox electronic development plan review process with public, developers, architects, engineers and other government agencies, as well as internally with the Public Works Department; Has direct daily contact with development customers; in routing customers, understanding their needs and helping them complete their plan submittals via our electronic process; Responds to the public and the development community questions concerning location and construction of existing public utilities; Performs site evaluation of proposed development projects as required; Utilizes the citys Accela enterprise software in conjunction with ProjectDox Software; Update project data, and perform QA/QC in the Citys Accela program; Act as the point of contact for the Land Development Support Specialist for coordination of project correspondence; 2 Providessupport to Public Works Field Inspectors, and CivilEngineering Plans ExaminerII (CEPE II)to resolve construction issues; Assists the CEPE II in final plat review for signature; Assists in the review of public water and sewer easements; Review final plat submittals to determine accuracy of information and that basic requirement have been met; Work collaboratively with City Planning staff, Public Works staff and others to prepare staff reports that set conditions of approval for the Planning & Zoning Commission and City Council; Attends pre-application meeting for all new development projects within the City of Meridian, for the purpose of assisting designers/developers in the early stages of their planning and design of new projects; Attend pre-construction meetings; Prioritizes and organizes own work to meet deadlines; Performs sedentary work in office environment as well as manual work associated with field duties in sometimes-inclement weather conditions. Job Specifications: High school diploma or equivalent required plus Two (2) years of office/clerical support experience, One (1) year experience in surveying, drafting and inspection of a civil engineering nature is desired, Ability to read and understand civil engineering and architectural plans is desired, or any combination of experience and/or training which provides the knowledge, skill and abilities to perform the work required in subjects related to the field of construction, civil engineering, and/or extensive field experience in public works elements. Knowledge, Skills & Abilities: Skill in the use of computers, and electronic drafting/plan review software systems; Must display an attitude of cooperation and the ability to work well with others; Ability to work effectively with frequent interruptions in a team environment as a team player; Ability to establish and maintain effective working relationships with Department personnel, city officials and the general public; Ability to communicate, meet and deal with the public and co-workers with respect and in a pleasant, professional, and courteous manner; Must have a positive can do attitude and initiative; 3 Must be tactful, discrete, and diplomatic as well as be assertive, resilient, have problem solving ability, and take orders/direction; Must have excellent communication and telephone etiquette skills; Ability to operate office equipment, i.e., computer, calculator, copier, scanner, fax machine, binding machine and postage machine; Must have demonstrated excellent oral and written skills to communicate effectively with customers, vendors, and the public in face-to-face meetings, one-on-one settings, in groups and in using a telephone; Ability to produce documents with clearly-organized thoughts using proper sentence construction, English usage, vocabulary, punctuation, spelling and grammar; formatting; Must be willing to attend classes in related fields to upgrade skills and knowledge; Knowledge of mathematics, sufficient to add, subtract, multiply and divide manually or by machine; Must have exceptional organizational skills and the ability to effectively establish priorities and complete multiple, competing and time-dependent projects with strong attention to detail; Legal descriptions of land parcels; Public Works functions; Public Works infrastructure; Learn approved engineering methods and standards to the design and construction of a variety of public works; Perform technical work projects and assist in solving engineering problems; Perform field inspections of City improvements; Use a personal computer to effectively operate word processing, spreadsheet, engineering plotter and printer, enterprise wide software, and general office machines. Licensing and Certification: Must hold a valid Idaho Drivers License. Work Environment and Physical Demands: Work is performed primarily in an office environment with moderate noise level, protected from weather conditions but not necessarily from fluctuations in temperature. May be occasionally subject to outside environmental conditions; Requires sufficient personal mobility and physical reflexes which permits the employee to function in a general office environment to accomplish the essential duties; 4 Constantly requires sitting at a desk for long periods of time, up to 8 hours, and the ability to lift up to 20 lbs.; Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively; Constantly requires clear vision to read printed materials and computer screen to accomplish work; Constantly requires repetitive movement of the wrists, hands, and/or fingers. Travel Requirements: Local travel is occasionally required.
